Chapter 8.12 of the Livonia Code requires that refuse containers be stored in a side or rear yard, screened from view of the street, except during the window allowed for collection set-out and pickup. When placed at the curb, each cart must be at least three feet from mailboxes, parked cars, fire hydrants, utility poles, and other carts so the automated arm on the collection truck can grasp it. Carts must be placed on the apron of the driveway or on the grass strip, not in the street. Lids must close completely and no material may be stacked on top. Damaged city-issued carts should be reported to DPW for free replacement, and owners are responsible for keeping carts clean and odor-free. Violations are ticketed as a municipal civil infraction; first fines typically start at 50 dollars.
