Dearborn's Code of Ordinances makes it unlawful to throw, dump, or deposit bottles, glass, crockery, cans, scrap metal, junk, waste paper, garbage, old automobiles or their parts, or any other refuse on public highways, streets, alleys, or public places, or into any stream, canal, ditch, or body of water, without the landowner's and the Director of Public Works' consent.
