Yonkers, NY Trash & Recycling: Illegal Dumping (2026)

Yonkers City Code § 91-38, added by Local Law No. 2-1995, makes it unlawful for any person, agent, employee or anyone under their control to dump or otherwise dispose of dirt, sand, gravel, clay, loam, stone, rocks, rubble, building rubbish, sawdust, shavings, household or commercial waste, refuse, ashes, manure, garbage, rubbish or debris of any kind, or any other organic or inorganic material, from a dump truck or other vehicle onto any street, lot, park, public place or other area, public or private, unless the disposal follows state and federal law and is specifically authorized at that site under the City Code or Charter.

Subsection B separately bars placing more than 15 cubic yards of fill on public or private property without a building permit from the Yonkers Department of Housing and Buildings, and fill must match accepted engineering practice and documented, Department-accepted sourcing. in excess of 10 cubic feet without a written permit from the Commissioner of Public Works. The City backs enforcement of § 91-38 with a cash incentive: § 91-39 offers a reward of up to $1,000 per conviction, or up to $25,000 for a felony conviction, to anyone whose tip leads to detection, arrest and conviction of an illegal dumper.
