Prohibited from the green cart are plastic bags (including compostable or biodegradable bags), trash, paper, cardboard, food-soiled paper, Styrofoam, glass, plastics, metal, diapers, pet waste, electronic waste, and household hazardous waste. The city encourages backyard composting as a complement but the program covers organics not suitable for home composting. Redlands' code amendment removed prior green-waste exemptions and made organics participation mandatory for all customers unless otherwise specified. Because Redlands has more than 70,000 residents, it does not qualify for the SB 1383 rural-jurisdiction exemption that some small/low-population areas use; the full mandate applies. As of January 1, 2024, jurisdictions may issue notices of violation and fines for SB 1383 non-compliance per local code. These are city ordinance requirements, not San Bernardino County rules.
