240 splits Redlands properties into two groups: those enrolled in the city's green waste collection program, who must keep yard trimmings out of the regular trash cart and place them only in the green waste container, and those not yet enrolled, who may keep using the household container until notified they must participate. A customer who wants to opt out entirely does not simply call and ask; the code requires a sworn affidavit filed with the solid waste director, along with the processing fee, showing one of four qualifying facts: a licensed landscaper hauls all green waste away, the customer self-hauls it, the customer composts and grass-cycles so no green waste is generated, or the property is under active construction and produces none.
