Effective July 1, 2023 (Chino's SB 1383 rollout), single-family residences receive a third 95-gallon cart with a green lid for combined organics — yard waste plus food scraps — pursuant to Chino Municipal Code Chapter 8.18 (Ordinance No. 2021-014) and California Public Resources Code § 42652.5 (SB 1383). Acceptable yard-waste items per the City of Chino Organics Recycling guidance: grass clippings, leaves, weeds, garden trimmings, brush, plant materials, and small branches up to 3 inches in diameter (longer pieces must be cut down to fit inside the cart with the lid fully closed). Food scraps that may be combined with yard waste include meats, dairy, eggs, fish, fruits, vegetables, coffee grounds, bakery items, and food-soiled paper such as napkins, paper towels, coffee filters, tea bags, and uncoated take-out containers. NOT permitted in the green cart: plastic bags of any kind (including bags marked compostable), film plastic, treated/painted wood, palm fronds, animal feces, hazardous waste, batteries, fats/oils/grease, and dirt or rocks. The city encourages lining the cart with yard waste first, then placing food scraps on top, and emptying a kitchen counter pail into the cart regularly. WM uses Smart Truck camera technology to identify contaminated carts; persistent contamination after warning notices may result in service refusal or citation. Multi-family residents must consult their property managers — multi-family properties handle organics centrally under their hauler arrangement. There are no waivers or exemptions for single-family residences.
Putting prohibited material in the green cart (plastic bags, treated wood, animal waste, hazardous items) triggers a contamination notice and may result in an infraction under Chino Municipal Code Chapter 8.18 (typically $100 first / $200 second / $500 third within 12 months). Failure to subscribe to organics service is itself a violation under SB 1383 implementing regulations and Chapter 8.18. Self-hauling yard waste to a private composter is allowed only if the resident maintains documentation; backyard composting may substitute for cart use but does not relieve service-subscription requirements.
