Section 8.18.070 requires single-family generators to subscribe to and pay for the city's collection service for all discarded materials, unless the household meets the self-hauler requirements set out elsewhere in Chapter 8.18 (Section 8.18.130). The city or its designee can review the number and size of a household's containers to confirm capacity is adequate, and a generator must adjust its service level when the city or its authorized collector asks. Households may also reduce discarded materials, manage organic waste on-site, or use a community composting site under 14 CCR Section 18984.9(c) instead of putting everything in the green container.

Once subscribed, a generator must place organic materials and food waste in the green container, source-separated recyclables in the blue container, and solid waste in the gray container, and must not cross-contaminate: nothing designated for the gray container may go in the green or blue container, and nothing designated for the green or blue container may go in the gray container. Section 8.18.070(B) makes cross-contamination "unlawful and a violation of this chapter." It is also illegal to interfere with or remove another household's containers or their contents from the curb.

Enforcement sits in Section 8.18.180. For contamination incidents, the city or its designee typically issues an informal cart-tag warning before a formal notice of violation; a written notice follows by mail within two days once the city determines a violation occurred, and if contamination is observed more than twice in a calendar year, an administrative fine can be assessed. Ordinance 2021-014 adopted the current chapter effective 2021.
