Section 20.10.060(D) governs refuse and recycling facilities for multi-family and nonresidential uses that provide large, joint-use bins; properties that don't share bins instead follow the single-family standard in subsection (C). Every covered use must provide separate bins for refuse and recyclables, with the number set by the director of community development based on the type, size and intensity of the development and expected pickup frequency. Bins must follow standard drawings approved by the planning commission, and any bin holding recyclables needs a cover or lid to keep the material marketable.

Subsection (D)(4) sets the physical enclosure standard: a six-foot-high decorative masonry block wall with solid gates that fully hide the bins from view. Gates need self-closing devices with cane bolts to secure them open, and rod locks with matching rod holes to secure them both open and closed. The walk-in entrance built into the enclosure can be no more than four feet wide. Multi-family, commercial and business-park enclosures must include a shade structure that matches the surrounding buildings, and every enclosure needs an eighteen-inch-wide landscaped planter strip around it, except industrial properties where the enclosure sits inside a private yard.

Subsection (D)(5) covers placement: the enclosure must sit entirely outside required setback areas, and for multi-family projects it must be sited to minimize noise, odor and aesthetic impacts on nearby dwelling units. A sign identifying the refuse and recycling area must be posted at every point of access. As a condition of permit approval the director of community development can also require a written recycling plan covering targeted materials, collection frequency, the authorized hauler, and how tenants and employees are notified of the program. This chapter was adopted by Ordinance 2010-05 and amended by Ordinance 2016-005.
