The City of Chino contracts curbside refuse, recycling, and organics collection to Waste Management (WM) under an exclusive franchise codified in Title 8 (Health and Safety) of the Chino Municipal Code. Every single-family home receives weekly automated service of three 95/96-gallon carts: black-lid trash, blue-lid (gray-lid on older carts) recycling, and green-lid organics. Carts must be at the curb by 6:00 a.m. on the assigned service day and removed within 24 hours of pickup.
Chino's waste franchise is administered by the city's Environmental Services Division (909-334-3289); the hauler is Waste Management (1-800-423-9986). Per WM's City of Chino service guide and the Trash page at cityofchino.org/440, every single-family residence is provided three 95-gallon SB 1383-compliant automated carts β dark gray body with a black lid (trash), blue lid (recyclables), and green lid (organics/yard waste). Residents are instructed to roll carts to the curb with handles facing the home, maintain at least two feet of clearance between carts and from any obstruction (parked car, mailbox, tree, basketball hoop) so the automated arm can lift them, and place carts at the curb by 6:00 a.m. on the scheduled service day. Items left outside the cart will not be collected. Service is mandatory for occupied residences; refuse charges appear on the city utility bill. A residential rate sheet (FY 2024/2025) is published at cityofchino.org/DocumentCenter/View/4986. Holiday delays push collection back one day Monday through Friday following the observed holiday.
Failure to subscribe to mandatory service, repeated late setout, or blocking the automated cart so it cannot be serviced are enforceable under Chino Municipal Code Title 8 and the general-penalty provision in Title 1 (infraction β typically $100 first / $200 second / $500 subsequent within 12 months). Extra material outside the cart may be left behind or billed as an overage. Self-hauling residential trash to bypass the franchise is prohibited.
