040(A)(1)-(3) channels all solid waste activity through the City Manager, who runs the program with city crews, private hauling contracts or an approved franchise agreement, and grants the franchised hauler the exclusive right to collect, transfer, transport, recycle, process and dispose of garbage, organic waste and recyclable materials generated in the city, subject to the franchise agreement's terms. No other person or solid waste enterprise may provide collection service inside the city without City Council approval by vote. 040(A)(2) sets the operating standard for every pickup: all recycling, organic waste and garbage collections shall be made as quietly as possible, and the City Manager may fix and determine the hours for collection, meaning the code does not lock in a fixed start or end time citywide but leaves it to the City Manager to set and adjust hours.

060(D) adds a separate rule for hauling on the road: no generator, self-hauler or franchised hauler may transport solid waste on any public street, alley, right-of-way or parking plaza unless the load is contained and covered so nothing drops or spills. 030 makes the whole chapter, including these operating rules, apply to every user of the city's solid waste services inside city limits and to any outside users doing business in the city under a permit, contract or agreement.
