The city adopted this rule, along with the rest of Chapter 8.08's Article II, to protect public health and prevent the vector problems (rodents, insects) that come from unmanaged trash piling up. Section 8.08.320 leaves the specific day, route and frequency of pickup to the arrangement between the account holder and the franchisee, subject to the franchise agreement the city council approves by resolution.

Once service is arranged, § 8.08.210 controls how the containers themselves are handled. Every premises must keep enough gray, blue and green containers to hold a week's worth of waste without spilling or emitting odors. Containers may not sit in the public right-of-way for more than 24 hours before the scheduled collection time and must be removed within 24 hours after collection. Outside of that window, no container may be visible from the street; a debris box is the one exception, allowed to sit in view for up to 30 consecutive days and no more than 60 total days in any 12-month period.
