Rialto's green organics cart accepts bagged food waste, grass clippings, leaves, branches under 6 inches in diameter, prunings, twigs, weeds, palm fronds, and horse manure. California SB 1383 (effective 2022, residential rollout summer 2023) makes organics diversion mandatory statewide.
Place all organics — including bagged food scraps under SB 1383 — in the green cart. Acceptable: grass clippings, leaves, branches <6 inches diameter, prunings, twigs, weeds, palm fronds, horse manure, and bagged food waste. Prohibited in the green cart: branches >6 inches diameter, cactus, pet waste (including dog/cat feces and litter), and rocks/concrete/dirt (which are banned from every curbside cart). For excess green waste, bundle pieces no larger than 18 inches in diameter and 4 feet long, or use clear plastic bags or 30-gallon trash cans set beside the green cart. SB 1383 (Lara, 2016) requires every California jurisdiction to provide organic waste collection to all residents and businesses and to reduce organics landfilling 75% from 2014 levels by 2025; Rialto rolled out residential organics collection in summer 2023. CAL FIRE PRC §4291 separately requires defensible space and pruning around structures in WUI areas of the foothills north of the city.
Under SB 1383 (14 CCR §18995.4) jurisdictions may issue progressive enforcement and ultimately fines starting at $50–$100 for first violations and up to $500/day for repeat violators who fail to subscribe to organics service or contaminate carts. Local enforcement is by Community Compliance.
