The code assigns the set-out duty by name: the property owner or the person served shall have the refuse receptacles or containers placed for collection. That wording pulls tenants who receive the service under the rule alongside the owners of the property they live in.

Placement and timing come straight from § 8.60.050. Containers go as near to the curbline as is practicable, at the time designated by the director, on the days on which collections will be made for that part of Bridgeport.
