Burke County, NC Trash & Recycling: Pickup Rules & Schedules (2026)

Section 58-130 of the county code, part of article III's solid waste collection and disposal rules, governs how solid waste actually gets moved once it leaves a resident's property. Collection vehicles must be loaded and moved so the contents will not fall, leak or spill into roadways, thoroughfares or adjoining properties, and must be covered to prevent materials from blowing out; if spillage happens anyway, the collector must pick the material up immediately and return it to the vehicle or container. The section also fixes responsibility: every person must dispose of the solid waste that accumulates on their premises in a clean and sanitary manner, either through a duly authorized collection agency, by private conveyance to the landfill, or by private placement in a county bulk container, and commercial, institutional and industrial establishments are made totally responsible for the collection and transportation of their own waste.

Because the county doesn't operate a municipal curbside route in the unincorporated area, most residential pickup happens through a private hauler; section 58-159 separately requires anyone who collects, transports or disposes of solid waste for a fee to hold a franchise awarded by the board of commissioners, so an unfranchised trash-hauling business operating in the county is itself violating the code. Hazardous and liquid wastes may never go into any county collection facility, and dead-animal collection and disposal must follow the general services department's current policy in addition to state and federal law.
