Sec. 14-91, Generally, in Article V of Chapter 14 sets the operating rules for anyone collecting or transporting solid waste in Carteret County. No refuse collector may transport waste in a conveyance not approved by CRSWMA, and every vehicle except one hauling only its owner's own waste must display an official CRSWMA use permit issued by the solid waste director. Entering the transfer station means consenting to have the load's contents examined for prohibited substances, and drivers may be asked to supply the vehicle owner's name and address, the source and type of waste, and the vehicle's weight and capacity.

All collection vehicles and containers must be leak-proof and covered with canvas or similarly durable material so nothing spills; any spillage must be cleaned up immediately by the driver, and vehicles must be kept clean enough to prevent odor or nuisance. Non-self-unloading vehicles must arrive at least one hour before the transfer station's normal closing time, and the solid waste director controls their queuing to keep self-unloading vehicles moving. Loads of building rubbish, limbs or bulky items must be secured with rope or tie-downs, and the solid waste director has final say on whether a load's covering is adequate.

Private haulers must be approved and permitted under Board of Commissioners policy before delivering waste to the transfer station, and violations of these standards fall under the general Chapter 14 enforcement and penalty scheme in Sec. 14-4 and Sec. 14-5.
