Sec. 32-88, in the collection, handling, and disposal division of the solid waste chapter, sets the manner-of-handling standard for everyone who transports or manages garbage in the county: the activity cannot likely create a nuisance, litter roads or land, attract insects, rodents, or wild dogs, or impair air, groundwater, surface water, or environmental quality. These rules bind both people already engaged in refuse or solid waste handling and anyone proposing to start. Two prohibited acts are spelled out specifically: burning refuse or solid waste at a handling facility, disposal site, or processing operation is unlawful unless done through an approved incineration method such as an air curtain destructor, and disposing of solid waste in an open dump, or allowing open dumping to occur on one's own property, is banned outright.

The Board of Commissioners also retains authority to prohibit acceptance of particular wastes at a solid waste handling facility because of unusual physical, chemical, geological, or hydrological concerns, and that prohibition stays in effect until an acceptable processing or disposal procedure is developed and approved. Enforcement of these collection and handling standards runs through the same mechanism as the rest of the solid waste article: peace officers, the county marshal, or a Board-appointed designee may cite violators for prosecution in magistrate court, with the county's general penalty section applying where no more specific fine is set.
