2-4, all solid waste set out for city collection must be bagged and kept in a covered approved waste container, and loose paper has to go in an approved container or be securely bundled so it does not blow into the street. Ashes must be cool and dry and kept separate from other solid waste rather than mixed into the same container. 2-6, not a prepaid plastic trash bag, and needles belong in a lidded plastic or glass container sealed with tape.
