Sec. 48-30(9) governs exactly how and when refuse must be staged for pickup. on collection day itself. Subsection b fixes where it goes: customers place refuse on their own property where the lot configuration allows, within four feet of the curb (the edge of the street surface) or edge of alley, with an exception letting a medically certified disabled person's household set out material at the rear or side door instead, and a fallback for lots without street or lawn access allowing placement adjacent to the driveway no farther than 40 feet from the street.

Subsection c adds site clearance rules: everything must stay accessible to collection equipment and cannot visually or physically obstruct drivers, cyclists, or pedestrians; refuse cannot sit within 15 feet of any fire hydrant, and cannot obstruct sidewalks, gutters, drainage structures, stormwater inlets, water meters, or the street or roadway itself. Empty containers must then be removed from the collection point on the day of pickup and stored behind the front building line under subsection i. Multifamily properties bear an added duty under subsection (11) to maintain bulk refuse containers and keep yard trash separated from them. These placement rules apply on top of, and are enforced independently from, the mandatory subscription requirement in Sec. 48-53.
