Sec. 48-1 defines household trash broadly enough to sweep in bulk items: it includes all appliances, furniture, yard toys, building material waste from do-it-yourself projects, and anything else the Code allows to be put out for pickup, plus up to four tires per household per year as long as county landfill policy still permits four. Waste generated by building contractors or subcontractors, and waste from commercial tree and shrubbery trimming services, is excluded from the household trash definition and is not eligible for this residential pickup.

The operational rule in Sec. 48-30(3) directs that oversized items of household trash, specifically including garden and yard trash, white goods, furniture, and other household goods, be placed next to the regular refuse containers for pickup on the resident's normal collection day rather than scheduled as a special bulk pickup appointment. One material is carved out entirely: pressure-treated lumber will not be picked up by the contractor and is not accepted at the city's Sarno Transfer Station; residents must deliver it themselves to the county landfill in Cocoa.

White goods, meaning inoperative refrigerators, ranges, washers, water heaters, and similar appliances, must additionally have their doors removed before collection per Sec. 48-30(9)e, a safety rule aimed at preventing entrapment.
