Section 205-11C bars anyone from disposing of recyclables except by placing them at curbside or a dropoff area the local municipality has approved and designated. Multidomicile buildings and complexes must maintain their own on-site dropoff area with separate containers for each recyclable category, kept neat and accessible to residents, with the building owner or manager responsible for arranging collection and transport to market. On the hauler side, § 205-12 requires anyone transporting regulated waste in the county to hold a permit from the Putnam County Department of Health, renewed annually by the last day of February, with a vehicle decal displayed on every truck used in the business.

Haulers must keep recyclables, including scrap metal, and green waste separated from solid waste at all times during collection, transportation, and delivery, using vehicles the Department of Environmental Health has approved for that purpose, and tires must be collected separately as well. A permit can be denied to any hauler with outstanding violations or unpaid fines until those are resolved, and haulers with CFC-containing appliances must avoid crushing them or releasing refrigerant.
