Under St. Lucie County Code Sec. 38-157, all solid waste from residential property in the urban unincorporated area must be collected by a regulated (franchised) contractor, and property owners are responsible for both using the service and paying the fees, which may be billed as a non-ad valorem assessment on the tax bill. Only a hauler holding a county permit and service agreement may collect waste (Sec. 38-195). In Port St. Lucie, curbside garbage, recycling, yard waste and bulk are collected by the city's franchise hauler on scheduled days under Chapter 80.
Collecting solid waste in the unincorporated county without a service agreement is prohibited (Sec. 38-195); non-payment can be enforced as an assessment lien.
