Chapter 20, Article II sets up the county's collection system for the unincorporated area: greenboxes, defined in Section 20-20 as the green or other color boxes for solid waste the county provides directly or by contract or franchise, and manned convenience centers under Section 20-23. Section 20-21 limits greenbox use to householders disposing of waste generated by their own individual dwellings and to the traveling public discouraging litter, and it flatly bars commercial and industrial disposers from any source, construction projects, business enterprises, or otherwise, from using the county's greenboxes at all.

Only ordinary household solid waste like kitchen waste, newspapers, cans, bottles and food packaging may go in, and the section lists prohibited materials by name: dirt, leaves, trees, limbs, tires, bricks, concrete, asphalt, appliances, furniture, and anything too large or heavy for an ordinary trash bag. No one may deposit anything on top of, or around, a greenbox already filled to capacity, or damage, deface, or set fire to a greenbox, and only county-authorized personnel may remove material from one. Manned convenience centers operate under similar restrictions: only authorized waste may be deposited, only in the container designated for that material, and never in a container already full, per the published rules of the center and the instructions of on-site personnel. 50 depending on size.
