Every premises generating garbage in Tuscaloosa must subscribe to city collection unless granted an exception. Section 16-97 provides voluntary, no-charge once-a-week residential trash (yard waste and bulky items) collection for households that also receive city garbage service and have an active water or garbage account. Section 16-95 requires garbage carts, recycling bins and trash to be at the curb before 6:00 a.m. on collection day; collection on a city legal holiday moves to the next business day. The Environmental Services Division (ESD) sets routes by area; residents find their day via the city's online map. Failure to subscribe where service is available violates the mandatory-participation requirement of Sec. 16-92. Non-compliance with collection rules can lead to refusal of collection and, after 14 days' written notice, permanent discontinuance of service under Sec. 16-107, with all city carts returned. Setting out garbage improperly is also enforceable as a public nuisance under Sec. 16-94.
