Title 6, Chapter 4 (Disposal of Garbage and Other Waste Matter) of the EBRP Code of Ordinances, and City-Parish Ordinance 18729, establish the Solid Waste User Fee that funds mandatory curbside garbage, yard waste, and recycling collection for the City of Baton Rouge and unincorporated EBR Parish. Residential customers receive a 96-gallon recycling cart. Accepted materials include metal cans, plastic containers, glass, and paperβall must be emptied, rinsed, and placed loose in the cart (no bagging). Per Β§6:238, carts may not be placed at the curb earlier than 4:00 p.m. the day before collection or left out past 6:00 a.m. the day after. Enforcement is by the DPW Sanitation Division.
Cart placement violations carry fines of $125 for a first offense, escalating with additional violations. Illegal disposal of solid waste under Β§6:387 carries up to $500 per offense.
