California SB 1383 requires every Riverside County household and business to separate organic waste (food scraps and yard trimmings) into a green cart for collection, in addition to blue-cart recyclables, since 2022. The county enforces mandatory three-cart service through its franchised haulers under Ordinance 773.
SB 1383 set statewide targets to cut organic waste disposal 75 percent and rescue 20 percent of edible food by 2025. In unincorporated Riverside County this translates to required participation in the three-cart system: black (trash), blue (mixed recyclables including paper, cardboard, metal, glass, and rigid plastics), and green (food scraps, food-soiled paper, and yard trimmings). Large food generators such as grocers, restaurants, and event venues must also arrange donation of edible surplus food to food-recovery organizations. The county conducts route audits and may tag carts with contamination notices; repeated contamination leads to fees around 30 dollars per incident, and persistent non-compliance can escalate to administrative fines under Ord. 725. AB 939 and AB 341 still require commercial recycling of standard materials for any business generating 4 cubic yards of waste per week. CRV beverage container redemption sites are operated separately by CalRecycle. Electronics, batteries, and universal waste must never go in curbside carts.
Specific penalty amounts for this ordinance are not published in a publicly accessible fine schedule. Contact Riverside County code enforcement directly for current fines, enforcement procedures, and hearing options.
