Residential 3-cart program: black = trash (no food waste), blue = bottles, cans, paper, cardboard, rigid plastics #1–#7, green = food scraps (bagged OK), food-soiled paper (napkins, pizza boxes, coffee filters), and yard trimmings. Businesses must also arrange for collection containers in all customer areas except restrooms and provide employee/tenant training on sorting. Edible-food generators (Tier 1 starting 2022, Tier 2 starting 2024 — large grocers, wholesale food vendors, hotels with on-site food, large restaurants, etc.) must have written contracts with food-recovery organizations and keep monthly records of donations by type, frequency and weight. State goals: 75% reduction in organic-waste landfilling and 20% increase in edible-food recovery by 2025 (Public Resources Code §42652.5).
Chapter 6.77 §6.77.140 authorizes enforcement, including notices of violation, administrative citations, and contamination-based surcharges from Burrtec. CalRecycle can also enforce SB 1383 directly under 14 CCR §18981 et seq. Contamination of the blue or green cart (putting trash in recycling/organics) can trigger Burrtec contamination fees and ultimately removal of service.
