Under Sec. 102-21(f), participation in curbside recycling is set up per household, and once enrolled a resident must set the recycling container out with its lid fully closed to stop windblown litter, and may not stack bags or boxes on top of it. Only the customer, the city's contracted private waste hauler, or a city employee may add to, remove, collect, or transfer material from the container: scavenging or unauthorized removal is a separately prohibited act under Sec. 102-61(8), and violations of the solid waste chapter carry fines up to $2,000 per Sec. 102-101.
