Eagan ties recycling to its hauler licensing: the City requires that haulers be licensed and that they provide curbside recycling service to their residential customers. Residents should place recyclables loose in the cart or in a paper bag and should not use plastic bags; items such as batteries, food and liquids, paper plates and cups, plastic bags, shredded paper, styrofoam, and tanglers like chains, extension cords, hoses and string lights are excluded. For multifamily housing, buildings with four or more dwelling units must provide recycling with a capacity equivalent to at least 0.1 cubic yard per week for each dwelling unit. Hauler licensing requirements are codified in City Code Section 6.37.
A licensed hauler that fails to provide weekly curbside recycling is out of compliance with City Code Section 6.37 and Dakota County Ordinance 110. A multifamily property that fails to provide the minimum 0.1 cubic yard per unit per week recycling capacity is also non-compliant.
