Garbage and refuse in Eagan may only be disposed of through a licensed solid waste or county-designated facility; dumping elsewhere is prohibited. City Code Sec. 10.32 covers depositing material on public property, and Minnesota Statutes 609.68 makes unlawful deposit of garbage or litter a misdemeanor with a $400 minimum fine for a second offense.
Eagan strictly limits where refuse can go. The City's solid waste rules state that garbage or other refuse may not be disposed of in any manner other than through a licensed solid waste facility or county-designated facility, which prohibits dumping on the ground, in vacant lots, in waterways or in unauthorized containers. At the local level, City Code Section 10.32 (Obstructing and Depositing upon Public Property) addresses depositing materials on public property, and the broader Chapter 10 nuisance provisions support enforcement against accumulated refuse. State law reinforces this: under Minnesota Statutes Section 609.68, anyone who unlawfully deposits garbage, rubbish, litter or like material on public or private land without the owner's consent is guilty of a misdemeanor, and a second or subsequent offense carries a minimum fine of $400; a court may also order litter cleanup. Minnesota Statutes Section 169.42 prohibits throwing or depositing such materials on streets and highways. Separately, yard waste cannot be placed in the trash in Minnesota; residents must bring it to a compost site or schedule a hauler pickup. Illegal dumping concerns can be reported to Eagan's Property Maintenance Division at 651-675-5687.
Dumping garbage, refuse, litter or yard waste on streets, public property, vacant lots or any land without the owner's consent is prohibited locally and under Minnesota Statutes 609.68 and 169.42. A first offense is a misdemeanor; a second or subsequent offense under 609.68 carries a minimum $400 fine, and courts may order litter cleanup. Local accumulation of refuse is also abatable as a nuisance under Eagan City Code Chapter 10.
