Garbage and recycling containers must be stored within the garage or behind the front line of the home, out of street view. They may go to the curb only after 6 p.m. the night before collection and must be returned by 6 a.m. the morning after. Containers must be watertight with tight-fitting covers and kept clean.
Eagan's container placement rules apply equally to garbage and recycling carts. Normally, garbage and recycling containers must be stored within the garage or behind the front line of the home, so they are not visible from the street. For collection, containers may be placed at the curb after 6 p.m. on the night before pickup, and they must be returned to the garage or behind the front line of the home by 6 a.m. on the morning following pickup. The City's recycling guidance repeats this window, noting containers are permitted curbside from 6 p.m. the night before collection to 6 a.m. the day of collection and otherwise must be stored out of street view. All garbage containers should be watertight, with tight-fitting covers, and kept in a clean and sanitary condition. For recycling specifically, the City advises placing recyclables loose in the cart or in a paper bag and not using plastic bags. These placement standards connect to the City's solid waste hauler rules in City Code Section 6.37. Commercial and multi-dwelling properties follow the same general approach but may use dumpsters, and buildings with four or more units must provide recycling capacity equivalent to at least 0.1 cubic yard per week per dwelling unit.
Leaving carts at the curb too early (before 6 p.m. the night before) or too late (after 6 a.m. the day after collection), or storing containers where they are visible from the street rather than in the garage or behind the front line of the home, can prompt a code enforcement compliance request. Uncovered or leaking containers also violate the watertight, tight-fitting-cover standard.
