Howard County provides weekly single-stream curbside recycling to fee-paying households. Apartment and condominium complexes of ten or more units, and office buildings, are legally required to provide recycling collection under the county code.
Weekly curbside recycling and food-scrap collection are provided to households that pay the yearly Trash and Recycling Service fee. For multifamily and commercial property, the code makes recycling mandatory: under Section 18.611 the owner or manager of an apartment building or condominium with ten or more dwelling units must arrange collection and removal of residents' recyclables and follow the county's apartment-and-condominium recycling plan, consistent with the Maryland Environment Article. Office buildings must provide receptacles for paper and cardboard, metal, and plastic (Sec. 18.613). The county may inspect these properties to confirm compliance.
Multifamily and office recycling violations are Title 24 civil penalties (apartment/condo violation is a Class E offense) enforced by the Department of Public Works.
