Section 347-36 makes the program mandatory for property owners: recyclable materials have to be separated at the source and set out at curbside, and the city must collect mixed recyclables from every eligible residential structure at least once every other week, or more often if the Director of Public Works decides health or safety requires it. Section 347-45 puts the compliance duty directly on residents, who must separate recyclables from the rest of their solid waste and prepare them according to Public Works' directions, using containers the city approves.

The recyclable categories are spelled out in § 347-35's definitions and include rinsed glass bottles and jars, aluminum cans and foil, tin and steel cans, bundled black-and-white newspaper, and rinsed plastic beverage containers and milk jugs. Enforcement under § 347-48 is graduated rather than immediate: a first violation for failing to separate recyclables draws only a written warning describing the problem and the fines that follow; a second draws a written notice plus a $50 fine, payable by mail within 14 days or answerable in Pawtucket Municipal Court; a third draws a summons and a fine of $100 to $500; and a fourth results in the property being removed from the curbside trash and recycling program entirely, leaving the owner to arrange private collection.
