Sec. 14-1 defines 'yard waste' as grass clippings, weeds, leaves, mulch, and small trees and shrub limbs three inches or less in diameter and five feet or less in length that result from landscaping maintenance; it excludes stumps, roots, and shrubs with intact root balls, which fall under the separate 'heavy brush' definition for limbs over three inches thick. At the landfill, Sec. 14-9(h)(1)(d) lets city residents transporting yard waste that is free of rubbish, putrescible waste, metal, paper, or plastic drop it off at no charge, provided they show a valid Texas driver's license or ID with their current Laredo address plus a current water utility bill showing the same address.

For yard debris too large for weekly cart pickup, Sec. 14-9(m) sets a separate brush and bulky item collection service: up to five cubic yards costs a $35 minimum charge, with $7 for each additional cubic yard, but there is no charge at all for residential addresses that are current on their monthly garbage fees. Customers must place brush at least ten feet from parked cars, mailboxes, utility boxes, fences, and overhead lines, and it must be reachable from the street rather than collected from inside private property.
