California Senate Bill 1383 (Lara, 2016) mandated that every jurisdiction provide organic waste collection to residents and businesses by January 1, 2022, with the statewide goal of reducing organic waste landfill disposal 75% from 2014 levels by 2025. Lodi complies by combining yard waste and food waste collection into a single weekly green-cart organics service operated by WM. Accepted in the green cart: food waste (including banana peels, vegetable and fruit trimmings, eggshells, coffee grounds, bones, meat, dairy), food-soiled paper (paper napkins, paper towels, soiled pizza boxes), grass clippings, leaves, small branches, and other yard and garden waste. Materials must be placed loose into the cart — do NOT bag organics. Prohibited from the green cart: plastic bags and plastic materials of any kind, polystyrene/foam, fats, oils, and grease (FOG), hazardous waste, pet feces, recyclables, and general trash. WM collection trucks are fitted with cameras that record the contents of each cart as it tips into the truck. The first contamination is logged as a warning; after repeated contamination, WM and the city will automatically upsize the customer's trash cart to allow proper sorting — with the larger cart's higher monthly rate billed to the customer. Backyard composting and on-site mulching of yard waste remain legal alternatives and do not require organics-cart service substitution.
SB 1383 (PRC §42652 et seq.) authorizes jurisdictions to impose escalating fines beginning January 1, 2024 of up to $50/violation for the first offense, $100 for the second, and $250 for the third and subsequent offenses (Cal. Code Regs. tit. 14 §18997.2). In practice Lodi/WM uses cart-upsizing as the primary residential consequence, which can add $6-$20 per month to the customer's bill depending on the size jump. Commercial and multi-family generators face direct SB 1383 enforcement and CalRecycle audits.
