190(A) applies to any building permit for new residential or commercial construction on a parcel lacking existing street trees, and to any parcel map, subdivision map, or planned development permit that improves real property. The city arborist reviews and approves the species, size, planting location, and construction stage for planting, and can waive the requirement entirely if physical site constraints make planting infeasible. Single-family and two-family lots need at least one street tree, except corner lots, which need two. Multifamily, mixed-use, commercial, and industrial frontage is governed by a sliding scale tied to tree size: one large tree species per forty feet of frontage, one medium species per thirty feet, or one small species per twenty feet, all chosen from the master tree list.

If the arborist confirms planting is not feasible at all, the applicant instead pays an in-lieu fee calculated from the number of trees the frontage would have required. unless the applicant shows adequate provision has already been made, which can include enforceable CC&Rs approved by the city attorney. 180(A)(2) puts ongoing pruning on the property owner, requiring a minimum seven-foot vertical clearance over public sidewalks, eight feet over bicycle lanes, and fourteen and one-half feet over public streets.
