L). No person may plant a Public Tree or other vegetation there without first obtaining a permit from the Parks Department, and the permit is free of charge; a permit is not required for planting done by the City or its agents in the course of their duties. The Parks Department inspects and approves all proposed Public Tree plantings for residential and commercial subdivisions and developments, and it maintains a Public Street Tree Recommendation list sorted into three mature-height classes: small trees under 25 feet, medium trees between 25 and 40 feet, and large trees over 40 feet, with drought-tolerant and pest-resistant species encouraged.

To limit damage to public improvements, every tree must be centered in the park strip. Lehi also sets minimum clearances: no Public Tree in a strip narrower than seven feet (though the Parks Department may approve exceptions), no planting within 5 feet of a driveway, within 5 feet of a water meter, within 10 feet of a fire hydrant or power transformer, within 35 feet of a street warning sign, or within a clear-view triangle where mature growth exceeds 24 inches. Private trees abutting a sidewalk cannot be planted within 4 feet of it. Planting a species on the City's Unacceptable Public Tree List is itself unlawful, and the planter can be required to remove it.
