The general rule bars anyone from cutting, trimming, pruning, planting, removing, injuring or interfering with any tree, shrub or plant on a City street, park, boulevard, alley, right-of-way, street tree easement or public place without a permit from the Public Works Director, and any permit issued is valid for only 30 days from its date. Subsection (a) covers new plantings specifically: a permit is required before setting out any tree on a parkway or street right-of-way, unless the planting is already part of an approved landscape plan meeting current City standards.

The application must state the number of trees, their location, grade and variety, the planting method, and any other information the Director requires. 30. No fee is charged for a planting permit under subsection (d). 35 requires residential subdivision developers to plant two street trees per lot, four on corner lots where space allows, before final inspection, with an in-lieu fee option if lot configuration makes planting impossible.
