05, part of Chapter 14, "Maintenance and Preservation of City Trees," requires a tree planting permit before anyone plants a tree, shrub or other plant material in a public planting strip or planting easement, unless the planting is done by a City agent or employee. The application must list the number of trees, shrubs or other plant material to be planted, the location, size, species and spacing of each tree, plus any other information the Director of Public Works requires. 05(c) sets two hard placement limits: no tree may go in within five feet of a driveway, and none may be planted closer than forty feet to the point where two or more public rights-of-way intersect.

04, and gives the Director authority to plant, inspect, spray, preserve and prune those trees, and to require adjacent property owners to handle routine maintenance within the planting strip. 06, is required before any City tree is taken out and normally requires 2-to-1 replacement plantings, a qualified arborist's report and a fourteen-day inspection period, with decisions appealable to the Parks, Beaches, and Recreation Commission and then the City Council. 05 permit is subject to the same violations section that governs unauthorized removals.
