9(b) of the UDC, Tree Planting Regulations, governs where trees required as mitigation for a removed Protected Tree may be placed within public rights-of-way, easements and medians. The section requires that the location of replacement trees shall not be an area such that the mature canopy or roots of the tree will interfere with any public utility, and it sets four specific distances: replacement trees must be planted no less than ten feet from fire hydrants; a tree planted in a median must be located no less than six and one-half feet from the curb; and a tree planted in the City's right-of-way must be located no less than one hundred feet from an intersection and no less than fifty feet from a mid-block opening.

9(a) lets an applicant plant off-site with the City Manager or designee's approval when on-site or easement planting from which the removed tree was cut isn't feasible. 9(e) restricts species to the Replacement Tree List, genera such as Quercus (oaks), Ulmus (elms) and Taxodium (baldcypress) named in the code. 9(c) allows planting to occur after a certificate of occupancy is issued if the developer posts fiscal security equal to the prevailing replacement-tree rate plus a 15 percent administrative surcharge, backed by a one-year growth guarantee.
