01 of the Village Code puts parkway planting under Village control rather than leaving it to property owners. Anyone wanting to plant a tree or bush in a public street, parkway or other public place first needs a permit, applied for through the Village Clerk and referred to the Public Works Committee before it can be issued; every planting is subject to the direction and approval of the Director of Public Works. The code also bars building or maintaining rock gardens, boulders, benches or fences in a parkway, keeping that strip of land clear for its intended purpose.

Species selection is not left open either: only trees on the Public Works Department's approved list can be planted in a public street, parkway or other public place. Spacing rules are specific and layered.
