22 makes it unlawful for anyone, without written approval from the engineering and public works director or an authorized designee, to remove, injure, destroy, or take any action that kills or substantially destroys a tree standing in the village right-of-way, which includes the parkway strip. A removal request must be submitted in writing with the applicant's name and address, the request itself, a stated reason for removal, and a photo of the tree's condition if one is available. The director, after consulting the director of community development, can approve removal where the tree harbors harmful insects or disease that threatens other trees, humans or animals, or where storm, fire, or other injury has left the tree a public health or safety concern, and retains discretion to approve removal for other reasons.

If approved, the applicant pays in full for removal, stump removal, and turf restoration, and all of that work must be done by the village's own contractors, scheduled through the engineering and public works department, and billed at current contract pricing; the property owner or their own contractor cannot perform the work. Where the planting site allows a replacement tree, the applicant likewise pays in full for a replacement chosen from a species list the engineering and public works department provides, again installed only by the village's tree supply and planting contractor and scheduled through that department, with the work done in the next available planting season or when the director otherwise finds reasonable.
