The application must go on a City-approved form and specify information about the tree proposed to be planted; the Director reviews it and may approve, conditionally approve, or deny it, and may attach reasonable conditions. A granted permit is only good for 180 days from issuance, so planting has to happen within that window or a new permit is required. 030(D) separately bars planting any tree or shrub in the public right-of-way that conflicts with the adopted Master Street Tree Plan once the City Council approves it.

060, sets out which tree varieties and species are permitted or prohibited within each City street right-of-way and fixes minimum planting specifications such as separation distances, distance from pavement, and root barrier requirements. 040 makes the abutting fee owner responsible for it: preventing hazards from limbs, branches, or roots, notifying the Director of any damage or dangerous condition, and watering it in the parkway strip, though the City may also water at the Director's discretion. 080(C) lets the owner request City Manager review in writing within ten days of the decision; the City Manager's ruling on that review is final.
