Farmersville, TX Water Use Rules: Leak Reporting Duty (2026)

Section 74-77(a) lets the city adjust a water bill after a leak, but sets five conditions: for residential customers the leak volume must be 10,000 gallons or more above the customer's normal seasonal consumption; for commercial customers it must be the greater of 10,000 gallons or 50 percent of normal seasonal consumption; the customer must supply verifiable proof of the leak; the customer must show the leak was repaired within a reasonable time; and the adjustment is denied if the leak recurred because an earlier leak, already adjusted once, was not correctly fixed.

Subsection (b) caps the fix at two billing periods: if the city has no reliable consumption history for the same period the prior year, it estimates the adjustment from available history, and any water metered above normal use is billed at the rate the city itself pays the North Texas Municipal Water District, not the retail rate. Subsection (c) extends relief to sewer billing, which in Farmersville runs on a three-month winter-average formula under Section 74-78: if a leak happens during that averaging window, the customer's account history is reset to match the same month of the prior year, or an estimate if no prior-year data exists, so the leak does not permanently inflate the sewer rate.
