" The Public Works Commission (PWC) owns and maintains the main and the meter itself; everything downstream, including any leaking supply line, fixture connection, or interior plumbing, is the owner's responsibility to fix, not the city's. § 28-22 separately bars letting a yard hydrant, sprinkler, or other yard fixture leak or run when not in use, covering leaks at outdoor fixtures rather than the buried service line itself. If an owner lets a leak go unaddressed, PWC can act directly: § 28-23 lets the commission order water cut off and service discontinued for violation of any water-system ordinance or regulation, and once cut for cause, a reconnection fee set by the council's adopted fee schedule must be paid before service resumes.

General enforcement runs through § 1-7: absent a specific penalty, a Code violation draws a civil penalty under the fee schedule, and each day a violation continues is treated as a separate offense, so an unrepaired leak can accrue daily exposure until it is fixed. There is no separate municipal permit to repair a leak; the owner or a licensed plumber simply performs the repair, and PWC's inspection role is limited to the meter and main-side infrastructure it owns.
