Section 23-116 of the water utility chapter covers leaking or broken service pipes, meaning the line running from the city water main to a private premises. Whenever that pipe or an attachment to it is out of repair, the Director of Public Services notifies the owner, the owner's agent, or the occupant, and the recipient has 36 hours from receiving that notice to make the repair. If repairs are not completed inside the 36-hour window, the water is shut off; the section also lets the Director cut water immediately, without any notice at all, if the interests of the City demand it, which in practice covers active leaks that are wasting water or flooding a street.

2 makes the customer responsible for repairing or replacing meters and remote reading equipment damaged by freezing, hot water, neglect, misuse, or abuse, at rates set by the Director of Public Services. None of these sections require the resident to proactively report a leak to the city, but once the city's own inspection turns one up, the repair clock and the shutoff consequence in Section 23-116 apply.
