Port Orange, FL Water Use Rules: Leak Reporting Duty (2026)

Section 2-240(f)(2)a covers leaks between the water meter or backflow device and the customer's house, or inside the house itself: the customer becomes eligible for a credit against sewer charges, but the water lost must never have entered the sewer system, since only water that never reaches the sewer plant justifies forgiving the sewer portion of the bill. The credit cannot reduce the sewer charge below the customer's average monthly sewer billing over the previous 12 months, and it can be applied to at most two billing cycles in any 12-month period.

Verification has to be concrete: a bill or letter on a licensed plumber's company letterhead describing the type and location of the leak, receipts for the repair materials, or photographs. If a city employee is the one who first spots the leak, that employee's own statement can substitute for the plumber's letter. A homeowner who finds and fixes the leak personally, without a plumber, must instead submit documentation of the leak's detection and repair in a format the city accepts. Section 2-240(f)(2)b extends the same credit to leaks at the meter or between the meter and the backflow device, but there the customer can recover both the water and sewer portions of the bill, not sewer alone, using the same verification standard.

All adjustment credits under § 2-240(f) are reviewed and approved by the finance director or a designee, and the swimming-pool-fill credit in the same subsection works on the identical twice-per-12-months limit.
