Southaven, MS Water Use Rules: Leak Reporting Duty (2026)

Chapter 6 of Title I of the Southaven Code governs the municipal water system, and Section 1-208 sets the repair duty that applies when a pipe or fixture leaks. The duty falls on all persons furnished water by the municipality. It covers four kinds of equipment: water pipes, fixtures, appliances and outlets. Each must be kept in good repair, and the stated purpose is to prevent the waste of water. The section also closes off a winter habit: water fixtures or outlets shall not be left running to prevent freezing, or otherwise, so as to waste water.

Section 1-207 sits directly ahead of it. It says no person shall carelessly or willfully waste the water obtained from the municipal mains, nor supply the water to non-customers.

The code read for this page prints no hotline, deadline or form for reporting a leak. What it does print is the access and permit machinery around any repair. Under § 1-202(e), no person except the superintendent or another duly authorized municipal employee can turn the water on or off at a stopcock. Under § 1-202(f), a written permit from the superintendent is required before anyone makes a change in or addition to water pipes on a premises or connects additional fixtures or outlets. Section 1-203(b) keeps title to service pipes, cocks, valves, curb cock boxes and meters that the municipality provided or installed with the municipality.

Under § 1-204, the superintendent and the other employees of the department have the right at any reasonable time to go onto any premises supplied with water to determine the amount of water used and to inspect fixtures, appliances, outlets and methods. Section 1-206 forbids blocking access to a fire hydrant, stopcock or other municipal fixture with vehicles, stone, brick, lumber, dirt or anything else. Section 1-201 defines the superintendent as the general manager of the utilities of the city.
