Section 4953 opens by stating that no customer of the City may knowingly use water supplied by the City, for any residential, commercial, industrial, institutional, manufacturing, agricultural or governmental purpose, in a manner or during a period prohibited by the chapter, and that at no time shall water be wasted or used unreasonably. Subsection K then states the leak duty in six words: all water leaks shall be repaired immediately. It sits among the same permanent restrictions that limit landscape watering to specific days and hours, cap irrigation minutes per station, and bar restaurants from serving water unless a customer asks for it, all under Section 4950's Water Conservation Program adopted pursuant to the California Water Code.

The duty applies to every customer, residential or commercial, served by Tustin water service under Section 4951, and it runs at all times, not only during a declared water shortage under Section 4954, since these are described as "permanent" restrictions rather than drought-level measures. The City Manager and the Enforcement Officers named in Article 1, Chapter 1, Part 6 of the Tustin City Code are authorized under Section 4952 to enforce this chapter, including the leak-repair duty, through administrative citation proceedings rather than only through a civil lawsuit.
