Clovis, CA Water Use Rules: Recycled Water Rules (2026)

Recycled water service in Clovis runs through the Public Utilities Department under Chapter 6.8, adopted by Ordinance 08-21. No recycled water may be delivered to any property until the owner or occupant signs a user agreement (Section 6.8.05), applied for on a City form and reviewed against the Recycled Water Master Plan and the Department's rules and regulations (Section 6.8.06). City inspectors may enter a use area at reasonable hours to check compliance or read meters (Section 6.8.07). Beyond the cross-connection and tampering bans quoted above, users may not bypass the recycled water meter, must route all recycled water through it, and only the City may open a connection or turn recycled water on (Section 6.8.08).

Rates are set in Section 6.8.12: a customer with concurrent potable service pays $0.53 per 1,000 gallons ($0.56 during a declared drought or water-shortage emergency), while a customer without concurrent potable service pays a monthly minimum ranging from $8.55 for a 1-inch service up to $866.32 for a 10-inch service, plus the per-gallon charge. Gravity-connection customers pay $0.06 per 1,000 gallons, or as little as $0.01 if they transfer their surface water entitlement to the City. Rates rise 3% every July 1 unless the Public Utilities Director recommends otherwise based on the water fund balance.

The City may cut off recycled water availability during fires, system maintenance, or supply shortages (Section 6.8.09), and all distribution infrastructure up to the service connection remains City property, while everything past the connection belongs to and is maintained by the user (Sections 6.8.10-11).
