Grand Prairie, TX Water Use Rules: Recycled Water Rules (2026)

Sec. 13-169, titled 'Protection required,' sits in Article X (Cross-Connection Control and Prevention) of Chapter 13. Subsection (o) prohibits connecting any 'auxiliary supply,' defined as any water source or system other than the public water system available at a building or property, explicitly listing groundwater wells, lakes, springs, rivers, streams and harbors alongside graywater, rain or stormwater, and reclaimed or recycled waters. The same section requires backflow prevention assemblies approved by the local regulatory authority and the chief plumbing inspector whenever a premises poses a contamination risk, has cross-connections, uses intricate plumbing, or connects a fire sprinkler system, and it bans removing, relocating or substituting an assembly without prior approval.

Backflow assemblies carry an annual $35 registration fee per assembly, a $100 testing fee (with a $50 retest fee) under Sec. 13-174, and certified testers must register annually for $100. Failure to test lets the city perform or contract the test and bill the customer, and the city can refuse or discontinue water service under Sec. 13-175(e) for noncompliance with backflow requirements.
